ReurBR is a platform for urban land regularization, known in Brazil as Reurb. It serves public agencies, notary offices and the families who receive the title to their homes. It issues technical reports, legitimation and possession titles, and land-regularization certificates.
I built ReurBR at Tegrus, where I worked from January 2019 to August 2020, with InspiraES and the Instituto Fucape. There are two apps: a Vue 2 web app and a React Native mobile app for field registration, which collects documents even without internet.
Most of the deeds came after I left Tegrus. Today the ReurBR site counts 9,872 deeds issued in 14 municipalities and says the average process went from 180 to 60 days.
>High-level design
ReurBR is offered as cloud-hosted SaaS, so the public agency needs no IT infrastructure of its own. The platform keeps a backup of the data entered, and traffic is encrypted with SSL.
The teams of each Reurb project use the web app, in Vue 2 with Vuex and Vue Router, with user permission types per project. In the field, the surveyor uses the React Native app, distributed on Google Play as 'ReurBR - Cadastrador', which runs the survey and collects documents even with no internet; what it collects goes to the platform once there is a connection. That upload is the system's asynchronous step.
Out of the platform come technical reports, legitimation and possession titles and land regularization certificates, in templates ready to hand to the registry office. The process is fully digital, with no paper.

>Trade-offs
A field app that works without internet.
Alternative rejected: An app that needs a connection during registration.
Why: Registration and document collection happen in the field, and the app has to work even with no connection.
The platform offered as a cloud SaaS.
Alternative rejected: Installing and maintaining it at each public agency.
Why: That way the customer needs no IT infrastructure of its own.
